The proposal organizes the spaces around the central courtyard, complying with the requested program. The proposal contemplates that all program areas will be located on the first floor to facilitate mobility for users.

The entrance area places the lobby and waiting rooms visible from the common work area, with good control of the access area and with a double circulation that allows access to the assistance rooms from the administration area without passing through the waiting rooms.

The staff has a second separate entrance so that internal operations do not interfere with the public. Part of the space under the sanitary slab is used to locate facilities.
